The official bodies behind the UAE Financial Rules and Regulations exam and the rules it tests, with a short note on what each one is useful for.
CISI sets the UAE Financial Rules and Regulations (FRR) exam, publishes its syllabus and handles exam booking. The exam currently follows syllabus version 4.2, effective 10 September 2023. CISI updates its syllabuses, so check the current version on its website before you book. The study workbook is a separate CISI publication.
Under the licensing regime of the UAE capital market regulator, FRR is taken together with other CISI exams for specific roles. Your employer's compliance team can confirm which exams your role needs.
The UAE Capital Market Authority (CMA), formerly the Securities and Commodities Authority (SCA), regulates and supervises the securities and commodities markets. Use its website for its current regulations, including the Rulebook, and for news of new rules such as its Virtual Assets Framework.
The UAE legislation portal publishes federal legislation. It is the place to read the laws that have replaced those in the exam material, such as Federal Decree-Laws No. 32 and No. 33 of 2025 on the capital market and Federal Decree-Law No. 10 of 2025 on anti-money laundering (AML).
The Central Bank of the UAE licenses banks. In the exam material, for example, only banks and foreign-bank branches it has licensed may act as a depository bank. Its website also carries material on AML and targeted financial sanctions.
The UAE Financial Intelligence Unit (FIU) receives suspicious transaction reports. Its website is the official source for how reporting works today.
Each exchange's website is the place for its current rules, notices and product details, and shows how the markets in the syllabus work in practice.
The official bodies above are the authority on current law, and CISI is the authority on the exam. Bourse Prep explains the exam material for syllabus 4.2 and notes where the law has since changed, but it does not replace the official texts. Where the two differ, follow the exam rule in the exam and the official source at work.
